As-is units are cheaper and are not sold as watertight, and we'll tell you plainly which grade you're looking at. Watertight means sealed against rain from above; it does not mean sealed against rising water.
No, and we won't pretend otherwise. A container is watertight against rain from above, not against floodwater. Once water rises to the door seals it gets in, and then the box holds it. What protects your gear is height — siting the unit above the flood line, up on blocks, on the high point of the block. An empty container is also buoyant and can float in deep water. The genuine advantage in a flood town is that a container can be lifted and moved to higher ground before a rise, and it gives you dry lockable space while you're putting things back together afterwards.
